I took a look at the scene and I am not sure whether that's a bug or some sort of sampling error.
You have your fade out radius very high - 2km, while the fog distance is very small - 4mm, with a large step size - 1m.
The docs suggests that the step size should be 2 to 3 times smaller than the fog distance, although this depends on any density textures you might use.
In your case this means 1-2 mm, but even that doesn't fix the issue and is also very slow to render.
I suggest that you reset the fade out radius to 0, and use a large fog distance, something like 1m.
You might have to lower the fog gizmo closer to the ground.
Here is what I got. Note that the gizmo is lowered. I am not seeing the opacity issue.
