Dome light sphere blocks dir light

Maybe it's a bug that the dome light sphere blocks the dir light.

This is not reproducible on our side. Perhaps the Directional light illumination is simply not noticeable? You can see its effect on the scene by adding a Lighting render element.
To easily track down its illumination set the light to a distinguishable color (e.g. 1,0,0), bump its intensity value a bit and check both the RGB and Lighting channels. The Dome Light's effect is only visible in the GI and Self-Illumination channels.

Thank you for testing it. It works here too now. Looks like I have overseen something earlier. I will test my bugs better.
