making texture without asking to do it

When i open work session model ,
then making texture in root path without asking to do it.
What is this stupid system ?

Can you please demonstrate the issue (via screenshots/screen recordings) so we can better understand what's happening? Moreover, please provide details regarding the V-Ray/Rhino versions.
