I dont think it is possible, because fur has density by area/face (your terrain surface), so fur can be added to whole surface. No need to scatter it.
You could create small surface with fur, and than scatter it to your terrain surface.
Edit: I tried but it dont work. Scattering of surface works, but fur is rendered only at first (guest) surface.
I'm trying to use Vray Fur and Vray Scatter on the same terrain surface but the UI doesn't let me do that... is it even possible?

This is unfortunately a limitation that we still have in place.
The UI will not let you assign 2 object modifiers at the same time.
I'm afraid that the best option for you right now is to duplicate the plane, hide one of them (using the Visibility checkbox in the V-Ray props) and work from there.
The fact that one of the planes is hidden will not prevent you from adding Fur or Scatter to it.
We will try to allow the described workflow in a future update.
