Vray 5 in Windows 11, Material/HDRI assets "download incomplete or updated"

I had been using the newest vray 5 update without a problem on my windows 10 computer - I just got another machine and installed vray 5 for Rhino 7, and the materials library doesn't come in. When I click download this message pops up. Similarly when i use the light gen, the same type of message comes in, saying that it has to download HDRI's. When the same error occurs, I am only able to run light gen using the vray sun, but cannot click on the HDRI option.
