I just purchased a commercial license for vray 2.0 for rhino 5. Installed everything as required, but my license server I downloaded (the new one from the chaos site) isnt doing its job. When i render in Vray i get "could not obtain license (-9

-I have been trouble shooting in every manual, reinstalled multiple times in different orders.. I think it has something to do with the new version of the license server chaos told me to DL in their "welcome" email, they said DL it if your SN starts with 13, which mine does. But the vray install also automatically installs the license server that cannot be uncheck in the install process so now there are two in my start tab.
-Another reason I think its the license server, is that when I check localhost:30304 in my browser, it displays my SN and says default ALLOW, but it doesnt say anything about vray 2.0. which was on other peoples screenshots/manual screenshots, this makes me think Vray isnt communicating properly with.. somethng.. i dont know, I am not IT, all I know is I know I need to have a rendering to a client by Friday..
-I have attached a bunch of screenshots in hopes that someone catches something that I am missing, or has heard of a similar problem.
I know this isn't a technical bug question but I am getting zero help from other IT reps (retailer, chaosgroup, & wibukey)
