This issue is cause when there's an error with the floating license manager. Basically if something is slightly off it things that its trying to be cracked and puts on the water mark.
This can because typically by one or two things. The first is that the license manager and VfR have to be the from the same build. If either one is older than the other, the communication between vfr and the license server is not guaranteed to be correct and could cause the issue. The second is that the install of the license server did not complete correctly and some of the dependent files are not what they need to be. This is much more common when updating the license server. In both cases, it is advised to reinstall the license server. Make sure that the license server you are installing is the same build as VfR (you can check this by going to the About rollout) and that you completely uninstall the license server. Also make sure that you have the correct privileges on the machine you are installing on.
