missing toolbars, missing materials, and missing sunlight system

I am running a commercial license of vray through rhino. I've only used academic licenses before, and I am assuming that the commercial license should have the same capabilities. I tried asking the IT guys here about my problem, but apparently I am the only person here who has ever tried rendering with vray through rhino, so hopefully you can help me out...

Problems:
-there seems to be no default materials library, not even the white default vray material. where should i be looking for the folder? usually i should be able to see it when i add a new material in the material editor.
-there is no sunlight system
-there is no vray toolbar. when i try to install the toolbar file, the folder where it should be is empty.

we tried installing the plug-in again, but it didnt fix anything.

i am running an imaged machine with vista 7.

it sounds like you had a bad install, try reinstalling. What version are you trying to use?
