I would like to create a material that is just consistently the diffuse color. Some other programs call this a constant material. It would be like making a material render out like a material ID which picks up no shading. Is this possible in VRay 2?

Thanks! That does flatten out a color very well. Is there anyway to get the color to just "stay intact"? The color shifts and there is glow of color around the object which I want to avoid.

Maybe there is a problem with the gamma correction for emitter textures and maybe colors. For textures try correction 0.45. You can avoid the glow by disabling the GI.
An other way could be to enable the output channel "diffuse". This channel show all material color without lighting, shadows, ... .www.simulacrum.de ... visualization for designer and architects
