I'm trying to make the reflections in this glass more noticeable from outside, and I'm finding that the reflections, while visible, are quite dark compared to what they're reflecting. I'm wondering if there is a material setting I should change or if it's more a matter of the area itself being too dark?

try increasing the material IOR. That will bring it closer to a mirror the more you increase it.

What Pixelcon is suggesting is exactly right.
I'd add that if you want to keep the refraction IOR unchanged and only alter the fresnel reflections you can enable the separate Reflection IOR and bump up the value:
Note that in the real world the reflections of the multiple glass sheets stack up and are combined with the reflection of the backside of the glass.
In V-Ray you can achieve a similar effect by enabling the Backside Reflect option and ensuring the proper number of glass sheets is present in the model.
Still the original suggestion of increasing the reflection IOR will be faster to render and in most cases good enough.
