My simple explanation for this: When you have spots (in your render output) thats whiter then "white" (RGB 255,255,255) and you have Clamp output on it will minimize those very bright spots.
Clamp output - if this is on, colors will be clamped after color mapping. In some situations, this may be undesirable (for example, if you wish to antialias hdr parts of the image, too) - in that case, turn clamping off.
This option limited the color information. For example the white color do not go beyond 1 or 255. If you want to create a HDRI or a full 32bit image with all the light information, you need to disable the clamp output to avoid the color limitation.

Yes, If you enable the show pixel information, that is the fourth icon on the lower left part in the VFB, and right click on any area on the VFB to see the pixel information, you will note that any color will be beyond 1 in float value or 255 on Color(8bit). That is if you are clamped.
If you have the Clamp output disable you will get more information.
