      Here you should set the multiplier for the bitmap in fresnel to 0.5
      and glossyness to 0.25

      though these values are guides only - but a good starting indication.

        Before we resolved the issue everything seem to be inverted. Some time the amount of black and white in the mapping are very similar giving you the appearance that is working fine.
        We solve that issue some build ago.

          Yes, you'd set the bump map multiplier to 0.05.

          For most of the multipliers, 1.00 = 100%. One exception is the multiplier for displacement. In that case, a multiplier of 1 = 1 inch.
