do you think its only possible to create them with some sort of IES light? Or if I am able to recreate the geometry of the lamp case, with the openings, etc, I would be able to recreate that light like in the photo?

I can't help solve your problem but I couldn't help commenting on the photo. What is that ominous red glow in the background, it looks like a huge fire coming this way! Yikes!

Its an interesting landscape design. Definitely not one of the more naturalistic approaches.

I think the red glow in the background is just a cloudy night sky... the clouds illuminated by the yellowish city lights of sodium vapor public illumination.
