Reflection layer adjustments missing in the material editor

All of a sudden I'm missing the adjustments for a reflective and refractive layer in the material editor. I've tried restarting, purging unused materials, new document, etc. On the attached image, there is only one material to illustrate the problem. Could this be a preferences issue?
