I'm on OS X running the latest release. I think that I've run into some problem with glare. Bloom seems to always work but glare is a little on and off. Sometimes it's there and sometimes I just can't get it to show no matter what settings I'm setting. It seems to depend on resolution and/or general quality settings for my render. I'm just guessing and since it's added after the actual render process I doubt that I'm right. Anyone else having this issue? Chaosgroup, do you know of such an issue?

Hello,
Using Boom/Glare should be fairly straight forward. Enable the effects using the post button at the bottom of the frame buffer. A new window should come up, as you've found, where you should then proceed to enable both Bloom and Glare effects. Once those have been ticked on, when you do a render three new VFB channels/Render elements should appear in the drop down within the Frame Buffer. These will let you know that the effect is working, even before the render completes as there will be data in the channels. We recommend enabling Bloom/Glare Intensity masks as well to contain the effects to specific thresholds.
If there are any issues, please send an email to support@chaosgroup.com so we can take a look and log it with our developers if necessary.

I figured it out. It's all down to the update effects button. It seems you have to push it more than once to see the effect. From what I can remember this behavior is changed from previous versions but I'm not sure.3D Artist
