That's a little hard, but I think, you need thoose block texture, when make alpha map in diffuse chanel, maybie refraction map and olso reflection and bump or displacemant maps. Just make some tests and you see that's wrong.

with a nice model of an ice cube you can get that ice effect using 1.309 as value for the IOR, and some clipmaps :P
