    how does Vray Next GPU deal with old files from 3.6.?
    will it uleash the full power of vray next or is it save to say you have to rebuild the scene from scratch to utilize the full GPU power.?

    You can render older scenes just fine. They will use the new rendering architecture with the performance optimizations.

    There will be some differences in the shading.
    Important note is that in V-Ray GPU 3.6 and older, some settings like displacement needed very high values to look good, where in V-Ray GPU Next you get the same (or better) look with much lower settings (and therefore, faster rendering and lower memory usage).
