Can you point a vray camera straight down

Hey,

Seems like a dumb thing to ask but I cannot seem to get a vray camera to point directly down to the ground. If I align the target at 0.0.0 and try and put the camera 50 metres above that and have an object at 0.0.0 it doesn't stay above it. The camera pivots and moves and carries on when I am trying to put in in place.

3ds Max 2020 - am I missing something fundamental here?

works fine here.
Just go to a top view and click the cam create icon and it'll work.
