is this suggesting that at one time toon worked with GPU rendering but does not now?

Please define where are you seeing the GPU support in this video?
At 0:14 render settings are shown:


It is clearly defined that it is working only on CPU:

the title of video says V-ray Next. i thought V-ray Next was GPU rendering (albeit an old reference)

Okay, I understand your confusion now.

V-Ray Next is the official V-Ray version before V-Ray 5 and after V-Ray 3.6.
So, the GPU support of V-Ray Toon wasn't suspended, it was and is not available.

Hope it is much clearer after explaining it.
