Active licenses show as inactive, can't use product

We have 3 floating licenses (yearly subscription, doesn’t expire until next year). We have not upgraded to 4.1 because we need multiple admins to have access to the account to manage users.

We have asked all users to stay in 4.0 until we resolve admin access to upgrade. Enscape was working fine yesterday. Today the license is marked as “inactive” for everyone. I don’t think the second floating license used to be there, its details say it has 0/0 seats and is active until 1/1/1990.

Why is our valid floating license for three seats not available for users?
