The export button itself can be found after expanding the Render tab menu (see attachment). Are you going to import that .vrscene to Chaos Vantage or any other Chaos host app or you’re going to send it to anybody?

The scaling issue you experienced is specific to V-Ray for 3Ds Max. We are aware of it and will attempt to fix it in a future release.
As for your other question, most probably your scene is quite big. Though, I’d recommend asking in the V-Ray for 3Ds Max section of the forum.
