I had to reinstall windows 10, now running the benchmark giving me very low results.
26-27s on previous win 10
33-1:30 on current fresh win 10
high performance enabled
x399 msi meg creation
4x16gb 3200ghz
2990wx
during the benchmark it shows the cpu is used 20-60%
some settings I am missing after windows update?
