It is not functional as I observed. I must merge geometry instead of using proxy objects into scene to get Vray motionblur applied.
It is an issue that no one noticed ? Is there a plan to correct this, or am I doing something wrong ?

This issue has been discussed many times. Animated proxies don’t generate motionblur - if only the camera moves, there will be motionblur on proxies though.
Vlado once said, that this might be possible to implement for future builds.
