how do you deal with texture resolution on such big environment? (painting on substace painter)

Yes, it was painted, cliff and shore are 8k res in few tiles.
It was little bit problematic on export from Substance because it was more than 2-3 hours to export (crashed a lot) but it wasn't problem to work on in viewport with 1080ti. 2k or 4k was used in viewport of Substance.
