I would give this building much more space to breathe, show more context on both sides, but without necessarily centering it, something like 1/3 - 2/3
The sky is a bit too flamboyant for my taste but, that gives drama to the image

Same idea as the one story version, I think you can push it a lot further in Photoshop, really bring out the depth in the lighting. Bring some of the drama of the sky into the mid-ground lighting

I think the sky works for this one, but not the single story.
