xeons never beat them for price to performance ratio, however if you have an unlimited budget spending $1800 on a pair of xeons will outperform an i7 - only because they dont make an $1800 i7. The ceiling is higher if you have the money - I dont think it is ever worth it to spend that much money on a processor though.
I use windows 7 at home and in work, I had a windows 10 laptop but I dont trust it to do 3d work.

Hi my pc shop here recommended me to buy AMD Ryzenâ„¢ Threadripper 1950X, should go for this one? is it support Vray Next?

I've never had Windows or Vray hang on the AMD or the Intel machines with Windows 10. By the way, more and more new hardware is developed with modern OS in mind like Windows 8 and 10.
I would not say it's that difficult. Just check prices and benchmarks and see whats the best bang for your buck in your budget range. Currently, AMD are the king of performance per dollar and their CPUs are fantastic for rendering. Intel have very good CPUs but often they are 50-100% more expensive than the AMD equivalents for literally just 5-10% speed difference. The only thing that I can recommend Intel CPUs at the moment is gaming and apps that don't support multi-core CPUs.
