if my machine has one Titan X, would it help to put another in for progressive rendering?, or is that kind of a waste of money? Seems like a simple question, but there are no clear answers.

If you use the standard, CPU V-Ray - than no.

We are testing a low priority option at the moment.
In the nightlies we have added mode allowing to load more textures in the GPU memory, than before. We will not call it out-of-core, since all those approaches are not really that, even if it sounds very cool . Some stuff showed up there that I have to look at and fix, hopefully soon. On top of that, the nightly V-Ray version use less memory for the traditional mode as well, by auto detecting he number of channels a texture needs (1, 3 or 4).
