If I don't overclock mine it stays between 3.4 and 3.7 Ghz under load, just like you observed yourself. Interestingly, when idle it stays at 3.9-4.0 Ghz.
Ok so I managed to overclock my 1950X as well as make it downclock to 2.2 Ghz and downvolt to 1.088V when not in use. I did this by doing a P-states overclock + offset voltage following the guide here. The guide is originally for Ryzen 7 but it works the same for Threadripper too. Now I got mine to do 3.9 Ghz / 1.328V under load and 2.2 Ghz / 1.088V when idle. This is as far as I am willing to go for 24/7 work.
It seems that Windows power management also affects the clock speed. If I set it to performance then all cores at at 4GHz even when idle.
I'm actually having a few issues with my second threadripper - the differences in spec are the GPU (a 1050ti instead of 1080ti) and memory (still 64GB Corsair 3200MHz and it's on the approved list) but I'm getting some blue screens. I just did a reinstall and updated all the drivers - will see what happens.
Anyone here used to fixing their blue screens using the Event viewer logs?
Just in passing, but I have a few suggestions first:
-eliminate hardware as being the issue first by removing variables. swap ram with your good computer and see if the bluescreens go away. Run prime95 for a bit and see what happens. If you still suspect ram, download and boot a memtest86 drive and see if it passes. Could also test swapping gfx cards and testing, but unless it only bluescreens when your doing 3d work and NOT when your just web browsing etc, probably not the gfx cards.
-double check temps, double check your rails (via software is probably fine at this point).

If you go under the advanced power settings then you can adjust the "Min Processor State" and "Max Processor State" to control the CPU speed, for example on my laptop I have my min at 20% and max at 98%. I have the max a little low as when I render the CPU can easily hit over 100C and so at 98% I can keep the temp down to low 80's lol. But when there is no activity my cpu is at about 1.2 to 1.3Ghz.
