Is there a way to add a noise modifier to something while keeping the border un-touched? I have a site, with grass, that I would like to add noise to it, but I want the edge along the curb to be left alone.

Try the Volume Select mod. Far and away the most versatile selection tool. You can make a selection of verts using a box volume gizmo and set the falloff from there.
One of the best things about Vol.Select is that it does not use a specific array of vert or face numbers. So if the topology changes below the VolSelect mod, you still have consistent results.
