I have seen this light somewhere, but I can't remember where. Do you know where it was?

You can get that outer pattern by creating a low poly geosphere, adding a meshsmooth with 1 iteration, converting to edit poly and using the graphite selection tools to first select all the vertices with 5 edges, doing a ctrl-del to remove them, then the 4 sided, then select the 2 sided verts, invert it and remove those. You can then go to poly selection, select the 5-sided polys, invert that, convert selection to vertices and weld with a huge threshold. I think that should get you most of the way there.
