    Modelling
    floor generator, https://cg-source.com/floorgenerator.php
    convert to Editable Poly
    Tesselate, (in poly options)
Noise modifier, very subtle, only in the desired axis only

    Texture maps
    Your image in photoshop.
Slice tool - will allow you to make mini images based on your selections
Save For Web - saves all the small images at the same time

    Shader
You could use the VrayMultitex or the MultiTextureMap,

Yes, something like that would be easy in Railclone. Actually, I think I saw someone share a style very similar to that.

Go railclone mate, just did one with it. Create 5-6 different stones whatever the way you want (can be very high poly) then use Railclone to randomize them. Slightly random offset them with to get the wall effect you're looking for.
Adaptive mode can be tricky if you your pieces have different length and need to be randomized. So you can compose your segments in RC so that, once composed, length is always the same.

Well that's the tricky bit a ran into and that's why I thought I'd come and ask here

I guess I'll have to give it a second look next time, I found my way by using one of the pre-modelled stonewalls from 3dsky

            Cheers
