If you read the comments on cgpress where one Autodesk employee defends the 2018 release. I find the explanation for this "lackluster" release it pretty insulting.
Stating that you can't make everyone happy is obviously true but cheering bug fixes and improvements on broken features as great reasons to upgrade is laughable at best.
When you introduce new features in a major release and or break others you are obligated to fix those and not let people pay for the fixes a year later.
