Kind of depend on what the use is. If the stuff is far away you will most likely not benefit from displacement. But when up close displacement give better realism than bump.Please mention what V-Ray and SketchUp version you are using when posting questions.

The main difference is that the bump give you the illusion of depth, but not deform the geometry at the render time at all. The Displacement actually deform the geometry to give you real depth, but is only at the render time.
My recommendation is try to use bump, but if you can achieve the desired effect with bump, then use displacement. Also I use displacement for close up and bump for object further away from the camera.
