I've been successful in rendering my test scene with a falling car into an ocean surface. The foam and splashes particles simulations, and the car geometry itself seem to render with motion blur fine, but the underlying ocean surface does not.
Motion Blur is turned on in the render settings and I've even tried the motion blur multiplier by large numbers. I even noticed that the surrounding ocean crests made by the Phoenix ocean texture (vector) are suspiciously crisp and un-motion blurred.
We are using Maya 2016, Vray Plugin version 3.60.03, and Phoenix FD Version 3.05.00
Any help would be appreciated!
