Phoenix FD - Water spray settings?

Absolutely - try emitting only Splash particles from a source in Surface Force mode with a very high Outgoing Velocity. In order to direct the discharge from the source, you could use a texture map on the Outgoing velocity, vertex color, a Discharge Modifier or if you are in 3ds Max - the Polygon ID option of the Liquid Source.
Make sure Liquid-Like in the Splash rollout of the Simulator is set above 0 and you can adjust it to your liking in order to get the splashes to form patterns like in 0:18 of the video.
Additionally, you could use a Drag force to slow the splashes down.
