Time scale and foam?

Does the time scale affect foam generation?
My birth rate is 100 and threshold of 50 but it has only created 4000 particles using a source discharge 200 particles 200.

Am I doing something wrong?

but why you decided that something is wrong? it seems pretty normal to me

Ahh, so what was a 1 frame creation of particles in my scene at 0.5 should be made into a 5 frame for 0.1.
I did not think that the change in time and spf would affect the source. Should have guessed as it does affect the source for fluid creation.
