    Is it possible and if so, what would be the best way to go about making an object of foam? So the density of the object is just foam?

        If it's a closed geometric object, then you could use a Phoenix source in brush mode in order to fill it with drag particles. Then you can connect those to the particle shader. However, is the object moving or animated?

            Here is a sample using nParticles to fill the volume of a cube and then rendering them with Phoenix. This will be quite a lot faster , though you can test the drag particle option Svetlin has suggested and see what works best for your case.
