It is excluded in your case. What you see are the highlights from the light. If you need to affect the diffuse lighting only, use a standard 3dsmax light with inverse-square falloff, maybe area shadows and the Affect specular option off.
Not to poke my fingers in you nose Vlado, but what exactly is the difference between the reflection of the light on the wall surface, and the specular hilight of it? Since vray is (or at leas used to be) all about physically correct simulation, would this not make the hilight a reflection in vray terms?
its a fake reflection of a light source. basically if you turn off your glossy locks and leave highlight glossies at 1.0 then your fine. set the other reflec glossy to your desired amount

Many people begged for faked highlights for a long time so that's why they are available now. You can easily turn it off (see posts above)
