So I suppose it will take a while to figure out how to get the velocity from the max shadecontext. But I think the information is stored somewhere.
Nope. You can't take the velocity from the ShadeContext with the standard 3dsmax API (you can with the VRay SDK though). This information is stored by a renderer internally.
I think having this output would be really handy as long as you can adjust it to fit the needs of a specific plugin like rsmb. As others have mentioned and as I have done myself with a script version velocity channel converter, you need to create an rgb image that is values of red and green. this is all rsmb wants when using a separate velocity image.
Its stated in their pseudo code in the docs which is what I used for my script.
