Does anybody know where I can find a Swirl Finish Concrete texture? I found this (https://everytexture.com/everytextur...texture-00018/), but it doesn't tile.

You could try this approach. It's an osl shader I found here https://www.facebook.com/groups/OSL....1387854311004/
I tweaked it to get this result but with a bit more care it should do the job maybe

It should be easy to build something like that in PS or other painting software. Some radial gradients mixed with some concrete/grunge texture will do the job.3D Scenes, Shaders and Courses for V-ray and Corona
