    I would select all people, change your gizmo to move in the local axis of the people, make a linear animation for all of them from for instance 0 to 24 frames. Render at frame 12 for instance and activate motion blur for all cameras. Then play with moblur duration or camera shutter speed to give desired result. Takes about 20 seconds to setup for all the people. It's not going to give hyper realistic results in terms of motion but for a small amount of moblur it might do the job.

      If you want a more realistic motion blur try to rotate all the characters a bit. This way you will get non uniform blur and it will look more pleasing to the eye.
