    Do you have any idea how to do this? It's strange to me, but it is their standard mulch.

    FYI, I used this, but they said it looks nothing like pine straw mulch.

      This would do it with a little more work. Tyflow of a few extracted bits of straw from that straw mesh.

              There's a free version which will serve just fine, so you may as well. You can do it with particle flow too if you want...should be almost exactly the same process
              of a few sticks as shapes and birthed in a volume of the hedge shape. The simplest of simplenesses

                I think you can get very close to that look using Vray fur

                  True enough. A bit more of a faff to set up and tweak though, plus more tricky to differ the heights precisely where needed.

                    I told her that she needed to set her expectations on what could be 100% accurate. I used the Forest Pro straw, scaling up to 150% and running it through AI using a mask; she still wasn't happy. She said more fluffy! How would fluffier straw make an image better? I don't know.

                      Did you offer a version using one of the suggestions above? They come very close to the reference imo

                        Chaos Scatter should be able to do this easily. Just model one of the straws and use an array modifier in 3dsmax to create a bundle of them. Then scatter to your hearts content. I use this technique for microscopic fabric fibers and it works quite good.

                        Edit: I also use Tyflow in most projects, but I don't think it can handle as many instances needed to make that "fluff" work well. Scatter can handle billions.

                          Forest Pro comes close, so I don't think anything will be suitable. I scaled the Forest Pro in the Z cord, which got fluffier.

                            The biggest issue is probably your instanced model. Just model a quick pine needle as the pine mulch isn't actually straw (stalks of grain) as in the itoo asset. If the client is that picky about it.
