The lens effects are a post-process effect, based on the pixel value data of the image. There isn't a way to manually assign glare to specific objects (as in 3ds Max), unless, of course, you play around with i.e. the intensity of the light/self-illuminated object. Do share more about your current case and what you're trying to achieve.

The lens effect layer could be masked. The easiest way is to apply a Cryptommate mask by node name. Then with the picker select which of the objects you would like to be affected.
