So if they look the same, go with CIE because this dude says its more accurate, or something.
You have to keep in mind that the CIE models only give you the relative sky brightness across the sky dome; you have to manually specify the total horizontal sky illuminance (presumably taken from a table specific for the time of day and geographic location).
