How would one go about creating an actual carbon fiber shader?

you need a carbon fiber texture pattern, and matching anisotropy direction pattern, then use that as a base for your carpaint material with glossy anisotropy with ggx, and layer a reflective coat overtop.Dmitry Vinnik

Like Dmitry says, Anistrophy map is the technique to use combined with normal map and with clear coat on top.Maxscript made easy....

Some time ago I actually did a short tutorial on carbon fiber material:

It is not perfect, as the shader had to conform to turbosquid guidelines, but I think is a pretty good base
