I have a scene where the light is hitting a white carpet and causing objects near a wall to have upward shadows which looks quite odd. In controlling those, would be be more about the reflectivity of the carpet material, or "affect reflections" of the light? or both?

You can deactivate the generate GI checkbox in the v-ray object properties, or turn down it's multiplier.
But than your image will look less physical.
What is your white value 255*255*255 would be to high.

If you work on a Still, I'd render the whole image without touching the generate GI option.
After that I'd render the area in which the issue appears with generate GI tured off and comp it together in ps.
