Could you send the scene to support@chaosgroup.com so we can take a look? Mention this thread in the e-mail as well.

Try turning off adaptive in your dome light.

Yep, it will. It was a NEXT feature that never worked for me.

There is a further workaround: make sure you have the shading properties of all geo to their default: turn back on visibilities to GI and camera, shadow casting and everything else (for the main window glass pane, especially.).
You'll get the artifacts to disappear, and the rendertime shouldn't grow by as much as it would with adaptive dome off (on top of providing for a more accurate render.).
Mileage may vary, however, so test it out before committing.

after few hour tests, I can confirm the problem caused by adaptive dome turn on. here some print screen, all setting is same except turn on and off adaptive dome. render time difference around 3 minutes. ( i have check all the setting you have mention above)

ps: min shading rate is set 32, sample is 1-24

                    nice one.
Yeah, the broken one isn't sampling right, for whatever reason.

Thanks for the provided scene. We are aware of the issue, it is linked to the minimum shading rate and adaptive dome as suggested. To eliminate the artifacts, lower the minimum shading rate.

To save yourself further pains, should you not be the original author of the scene (i.e. you inherited it), you could reset the settings to their default by the usual method of swapping to another renderer and back to V-Ray.
Notice you'd lose any color mapping and/or environment maps, this way, so be wary of that.

I always do that to reset everything to default even when I open an old scene with older Vray version.
For this scene, yes, I am the author of the scene.
