Exclude OneDrive from the default material library destination

Add an option to exclude OneDrive from the default material library destination (%userprofile%\Documents).
The Material Library Browser can't view the libraries on OneDrive.

Many Windows 10 users use OneDrive for no apparent reason.

This problem seems to be that the path of "Document" is registered in the characters of the OS local country in the OneDrive enabled environment.
Like this C:\Users\[Username]\One Drive\ドキュメント\V-Ray Material Library

On Japanese OS, Japanese characters "ドキュメント" are entered in the material library path and it does not work properly.

That is, support multibyte characters in the material library path.
