So as the title suggests, if calculate sharpen/blur is enabled, but the layer itself is set to off, it doesn't disable the effect.

No not during IPR.
- Reproduce this by enabling calculate sharpen/blur in the sharpen/blur layer. > The layer turns on automatically.
- Now turn the layer off > nothing changes
- Now turn Calculate Sharpen/Blur off > it's turned off
So in short when Calculate Sharpen/Blur is active, disabling the layer doesn't do anything.

Do you by any chance have Lens effects with "Create effectsResult channel" active? There's a known issue (internal bug-tracker id: VMAX-12578 ) where Sharpen/Blur is always active in this scenario.
