I imported a model done in ArchiCad, and it is a nightmare. One thing I can't do is smooth out the site plan. I have tried every modifier that is supposed to work, but nothing has. Any tips?

Couple options below, if I understand the problem correctly.
Last option is my go-to for creating terrain from bad CAD geometry.- Ensure all verts are welded, then smooth.
- Add Edit Normals modifier, select all Normals and reset, then smooth.
- Convert to poly, select all elements and detach to new object, then smooth.
- Export to FBX, re-import, then smooth.
- Create a subdivided plane above, use TyConform modifier to glue it down, delete original mesh.

extract the borders from the original mesh and do some booleaning on the retopologized mesh?
